FAQs on External Funding
- Do the copies of statutes/articles of association and of the latest sets of accounts have to be certified ?
- In which language shall the statutes/articles of associations and the latest sets of accounts be presented ?
- Are statutes/articles of association to be presented by public institutions ?
- What do the sets of accounts comprise, what shall be submitted by the public institutions, e.g. public authorities ?
- Do the statutes/articles of associations and the latest sets of accounts have to be provided by the non-financing PPs from the non-EU member states ?
- Are public equivalent bodies (under private law) from non-EU Member States eligible for external funding, even if their statutes do not explicitly include a clause on the non-for-the-profit status of the entity ?
- In the table 16.8 the costs incurred within the first 12 months shall be indicated in case the action is implemented over the period longer than 12 months, what is the reference date ?
- According to the manual, the monthly salaries should be given "per day", though in the template they should be indicated as "per month". So, which of both possibilities is correct ?
- Since the separate grant contracts are signed with EAR in Belgrade (for Serbia) and Podgorica (for Montenegro), is the limit for requested grant (€50,000 - €300,000) applicable for
the State Union or for each Republic separately ?

1. Do the copies of statutes/articles of association and of the latest sets of accounts have to be certified ?
Yes, the copies have to be certified as true by an authorised independent body.
Remark from Contracting Authority Croatia:
Since the NEW PRAG, which will be applicable soon, is more relaxed on administrative/procedural matter such as the ones in question here, we will already apply the spirit of the NEW PRAG and will not exclude anyone, if the copies of the statutes/accounts are not certified.
Also, it should be clear that “copy” means photocopy. So, someone’s printed annual report can count as “original”.

2. In which language shall the statutes/articles of associations and the latest sets of accounts be presented ?
The documents shall be submitted in original language. After the approval of the project a certified English version will be requested.
Remark from Contracting Authority Croatia:
For us, the local language (Croatian) or English is acceptable.

3. Are statutes/articles of association to be presented by public institutions ?
In case of public institutions, e.g. public authorities, the statues or articles of associations are not required; but any equivalent legal act regarding the organisation and functioning of the institution shall be submitted.

4. What do the sets of accounts comprise, what shall be submitted by the public institutions, e.g. public authorities?
It comprises usually balance sheet, profit and loss account and cash flow account. The public bodies shall provide the documents of equivalent probative value.

5. Do the statutes/articles of associations and the latest sets of accounts have to be provided by the non-financing PPs from the non-EU member states ?
No, statutes/articles of associations and sets of accounts are not requested in case of a non-financing PPs from a non-EU member state.

6. Are public equivalent bodies (under private law) from non-EU Member States eligible for external funding, even if their statutes do not explicitly include a clause on the non-for-the-profit status of the entity ?
No. All private partners from non-EU member states have to prove their non-for-the-profit status otherwise they are not eligible.

The reference is the date of the conclusion of the Grant Contract with the Financial LP for External Funding.

Where applicable, under the “unit” column of the Budget table for external funding (Annex B of the application form), please change per month into per day unit, in line with the requirements of the Applicants’ Manual.

9. Since the separate grant contracts are signed with EAR in Belgrade (for Serbia) and Podgorica (for Montenegro), is the limit for requested grant (€50,000 - €300,000) applicable for the State Union or for each Republic separately ?
The maximum amount per State Union (total for Serbia and Montenegro) per project is € 300,000, and the minimum requested grant per Republic is €50,000.
