Funds available
The project partners from the State Union of Serbia and Montenegro can take part in the 4th call for proposals thanks to the financial provisions of the CARDS programme.
The amount foreseen for Serbia and Montenegro, Croatia, Albania,. Bosnia and Herzegovina, former Yugoslav Republic of Macedonia by the CARDS provision equals some 1,6 million €; an additional amount of 1,25 million € could be allocated for these countries in the next weeks, in case the relevant financing agreements are signed before the selection of the projects iof the 4th call for proposals in CADSES.
Moreover, the contracting authority in Serbia may decide to allocate additional resources from the National CaARDS programme for Serbian partbners involved in projects selected under the 4th call if the CARDS resources outlined above are fully allocated and further projects are selected. This further allocatzion will be subject to the availability of funds.

How to apply
CARDS funding is now fully integrated into the 4th call for proposals of the CADSES Programme. Partners from Serbia and Montenegro and beneficiary of the CARDS funds can be part of the project partnertship, in the same way as EU Member State partners. The information necessary for the submission of the application form (financial overview, project size, national co-financing, contracting procedures, eligible costs under the external funding instruments, eligible partners) are available in the Applicants’ Manual.
Contracting for CARDS funds within the CADSES Programme will be undertaken by: the European Agency for Reconstruction, namely:
- European Agency for Reconstruction in Podgorica for partners located in Montenegro;
- European Agency for Reconstruction in Pristina for partners located in Kosovo;
- European Agency for Reconstruction in Belgrade for the other partners.
