Neighbourhood dimension

In 2002 the European Commission began to address the support of cooperation along the external borders of the European Union in the next programming period (2007 – 2013).

The Commission Communication “Paving the Way for a new Neighbourhood Instrument” of July 1st 2003 set out a two-step approach to improve the co-operation possibilities. For the new programming period, the Commission proposed to examine ways of creating a single instrument, which could operate both inside and outside the Union in equal measure.

For the remaining time of the current funding period (2004-2006), the concept of Neighbourhood Programmes was introduced by the European Commission. Aim of the concept is to support the cross-border and transnational cooperation along the external borders of the EU in the framework of existing INTERREG programmes. The overall idea of the NP is to allow projects which involve partners from the EU Member States as well as partners from TACIS, CARDS and PHARE countries to submit one application that will be jointly assessed and approved with regard to the project activities to be carried out on internal (EU) and external (TACIS, CARDS and PHARE countries) side of the border.

Also the CADSES programme was transformed into the CADSES Neighbourhood Programme (NP) in 2004. The main documents (CIP and PC) have been revised according to the neighbourhood dimension.
