4th call for project proposals (closed on 7 November 2005)
The INTERREG III B CADSES Neighbourhood Programme aims at achieving higher territorial and economic integration within the co-operating area, promoting more balanced and harmonious development of the European space. The co-operation area includes regions belonging to nine EU-Member States: Austria, Czech Republic, Germany, Greece Hungary, Italy, Poland, Slovakia and Slovenia as well as to nine Non-EU-Member States: Albania, Bosnia and Herzegovina, Bulgaria, Croatia, State Union of Serbia and Montenegro, former Yugoslav Republic of Macedonia, Moldova, Romania and Ukraine.
With the 4th call the project applicants will for the first time be able to apply for funding from ERDF, CARDS, Phare and TACIS CBC by a single application form. A joint selection committee will then decide on project selection and approve grants from all four financing instruments.
Priorities for action
Priority 1: Promoting spatial development approaches and actions for social and economic cohesion
Priority 2: Efficient and sustainable transport systems and access to the information society
Priority 3: Promotion and management of landscape, natural and cultural heritage
Priority 4: Environment protection, resource management and risk prevention

Requirements
Please note that both documents have been revised. The CIP was approved on 17 December 2004 and the PC was approved on 10 June 2005.
Application period of the 4th call
Opening date: The opening date is 26 September 2005.
Closing date: The closing date of the call is the 07 November 2005.
Project proposals in paper copy (originally signed, stamped and dated by the legal representative of the Lead Partner) sent by courier, mail or hand delivered, have to arrive at the Joint Technical Secretariat not later than 07 November 2005, 18.00h CET at the latest.
The electronic version of the Application Form (Part1 and Part 2) has to be sent to the following e-mail address: cadses@jts.dresden.de and has to arrive not later than 07 November 2005, 24.00h CET.

With the below email communication of 25 October 2005 the EU COM, in reference to the Commission's endorsement of the CADSES Application Package by its letter of 21 September 2005, modifies the Applicants' Manual of the 4th Call as follows:
"Following a number of comments raised about the restrictive nature of point 6 on page 23 of the CADSES Applicants Manual, by this email the endorsed version of the Application Pack should be modified to read:
6) Have financial capacity and the averages of cash and cash equivalents at the beginning and end of the last financial year were positive;"
Please be reminded that all financing partners from non EU Member States have to meet this criterion.
The latest version of the Applicants' Manual is now dated 26 October 2005.
Please be reminded that the official version of the Application Package can be only downloaded from the official CADSES website (www.cadses.net). The JTS cannot guarantee the validity of the documents downloaded from other websites! Changes or extensions of the application documents are not allowed unless explicitly demanded or allowed in the documents.

Technical advice:
Application Form Part 1 (Word-document): Save the unzipped document on your computer before opening the file. IMPORTANT: Save any changes using the command File/Save BEFORE closing the document! (Otherwise problems with re-opening may occur, in particular under older MS Office versions).
Application Form Part 2 (Excel-document): The changes made to the template "Insert Actions" will be fully visible in the printout version only after saving and closing the document twice (2x). Check the worksheet "Print §4.2 ActionPlan" before the final print.
